You can use the phone to hire a gardener, under "hire a service". The gardener will then come to your home lot, and tend the garden. They will not harvest or evolve plants for you, you need your Sims to do that. But this does work with scumbumbo's gardening mods over at Modthesims.info.
The gardener will wear randomized clothing, I could not get them to wear a specific outfit for that. You can customize their outfits in CAS if you'd like, by using MC Command Center over at Modthesims.info by Deaderpool.
The gardener works pretty well, and will get your garden looking great! However, they still need to use the bathroom or eat sometimes, so they will take care of their own motives, in addition to caring for your garden.
