Basically the mod modifies some Maxis scripts to force super_speed_three (this is how it's called) by pressing the 3 key twice once in-game.

 In the current version of the mod I decided to disable the automatic default super-speed three because It was causing game instability so you'll need to enable it manually.
Note that a fix is in work for this
